J. Leonard Meckley

Leonard’s 52 years of experience have been spent entirely in the Central Susquehanna Valley of Central Pennsylvania.  Upon graduation from Sunbury High School in 1962, Leonard worked for PennDOT in Montoursville, PA in the design squad room for eight years while working on his Professional Surveyor’s License.  Upon receipt of his license, he and a partner opened Survey Services, Inc. in 1971.

Survey Services thrived for 27 years while Leonard was raising his family.  In 1998, with the return home to the Valley of Leonard’s son, Leonard, Jr., and Leonard’s son-in-law, Arthur, both licensed engineers, the company was reincorporated as Meck-Tech, Inc. Engineers and Surveyors.

Through all the transition and changes over the last 50-plus years, one thing that has remained as a constant presence in the region is Leonard’s wisdom, experience, and knowledge of the area.  (It just seems as though everyone knows Leonard Meckley).  Leonard is married to Sharon, has three children and eight grandchildren.  When he is not at work, he is almost always with some of the kids.

Arthur T. Thomas, P.E., Vice President

Art was born and raised in Northumberland, PA.  He is a proud 1982 graduate of Shikellamy High School, and a proud 1986 graduate of The Pennsylvania State University where he spent 4 ½ years at the University Park main campus in State College, PA and

graduated with a Bachelor of Science Degree in Civil Engineering.

He likes to tell you that he was a full time student with a student season ticket for all home football games for both of Penn State’s national championship seasons of 1982 and 1986.

Upon graduation from Penn State, Art accepted a position as a heavy highway design engineer with Gannett Fleming Engineers and Planners in Harrisburg, PA, and worked there until 1998.

In 1998 Art moved his young family “home” to Sunbury to begin his new career as an owner of Meck-Tech, Inc., where he is a civil/site land development engineer and municipal engineer.  Art is married to Lynette, and has three young-adult children with “futures-so-bright-they-gotta-wear-shades”.

Scott A. Shambach, P.L.S., Project Designer

Scott was raised in the Middleburg PA area.  He grew up in a rural setting and developed a love of the outdoors that remains with him to this day.  He graduated from Middleburg High School in 1979.

After working for thirteen years in a custom cabinet factory, Scott recalled a dream of one day becoming a Land Surveyor.  This led to a 2 1/2 year adventure beginning in 1996 of being a full time husband, full time father, full time student and part time employee that ended with an Associates of Science Degree in both Surveying and Civil Engineering Technology from Pennsylvania College of Technology.  During that time Scott began working an internship with Meck-Tech.

After graduating in December 1998 he became their first full time employee.  Scott and Crystal have a son and daughter and the grandchild count is at four so far, but rising.  To Scott, his employment at Meck-Tech is his career, not his job because it’s hard for him to call it work.
